A message from the Representative Director
Why We Started BEGIN from the Ground Up
BEGIN Cooperative is not an organization that pretends to be running licensed activities it has not yet been authorized to perform. We are registered as a business cooperative in Chiba Prefecture, and while operating our primary business — the joint purchasing business — we are also preparing the acceptance support for the Technical Intern Training, Specified Skilled Worker, and Training and Employment programs, including the license applications, as part of our stated business purpose.
Our representative director spent five years at a major supervising organization and registered support organization, including three years as representative director and supervising manager. At the front line where several hundred technical interns and Specified Skilled Worker holders were received, he handled the entire scope of work — application document management, deadline control, audit ledgers, and reporting to relevant authorities — supporting member companies day in and day out.
What he came to feel strongly through that experience was a structural problem: as scale grows, the very origin of the cooperative — mutual support — quietly fades. To stand at the front when problems arise and solve them together with members. To keep thinking, in normal times, how to reduce the administrative burden on members, prepare templates, and stay close to daily work. The desire to build, from the ground up, a cooperative that does these obvious things obviously — that became the driving force behind BEGIN.
While complying with the system as it is meant to be, we wanted to redesign from scratch both the joint purchasing model that helps member companies' management, and the acceptance support model built on the spirit of mutual support.
With that commitment, the representative director resigned from his position at the existing organization and founded BEGIN Cooperative.
BEGIN means "a beginning."
We want to be a cooperative that supports both the new business development of member companies, and the new lives of young friends from overseas who come to Japan to learn skills or to work.
That intention is woven into our name.

On-site construction experience, marketing, web and system development, and experience as representative director and supervising manager of a supervising organization — all used to build a field-first cooperative.

After resigning from his previous position, in parallel with establishing BEGIN Cooperative, he continues to work as a temporary staff member at a supervising organization, providing visit support for technical interns and Specified Skilled Worker holders in the local area. Maintaining a daily on-site perspective, he is now proceeding step by step with the license application following the completion of BEGIN's registration.
A Message to Our Member Companies
For five years, I worked at the front line of the Technical Intern Training and Specified Skilled Worker programs as a representative director, facing both member companies and the workers themselves. That experience, I am now putting back into BEGIN — designed from the ground up.
Day-to-day paperwork will be handled by the i-LINK System, developed and operated by ICOM Co., Ltd., a separate company I run. Our staff will spend their time on the daily realities of member companies, and on the lives of the people we serve. That is the kind of operation we aim for.
ICOM Co., Ltd. is also engaged in the brokerage of OA equipment and various IT services. For our member companies, we are able to offer these at cost, or under specially negotiated contract terms.
And this is only the beginning. We will keep expanding the circle of suppliers who share the give-and-take spirit, and grow real, tangible benefits for our member companies — together. That is my hope.
