Training & Employment Program
This new system will replace TITP in an expanded form and integrate the development and employment of foreign workers. BEGIN plans to apply under the Training & Employment Program after obtaining TITP-related approval. Until then, we introduce partner business cooperatives to companies seeking the program.

The main differences are summarized below. The new system places greater emphasis on securing human resources and strengthens career development and rights protection for foreign workers.

Training and Employment Program — Latest Updates
June 2024: The revised Immigration Control and Refugee Recognition Act was enacted, confirming the launch of the Training and Employment Program in April 2027.
April 15, 2026: Applications for the Supervising Support Organization license began being accepted. Early application is required for organizations that wish to continue providing support after April 2027.
Target sectors: 17 sectors (the 19 Specified Skilled Worker sectors, excluding aviation and road transport). As with Specified Skilled Worker, an acceptance cap is set for each sector, and new acceptance may be suspended once the cap is reached.

特定技能制度(SSW)
即戦力としての就労が目的。1号は通算5年、2号は更新無制限・家族帯同可。同一分野内で転職可能。16分野(1号)/11分野(2号)が対象。
育成就労制度(2027年4月施行予定)
技能実習を発展的に解消した新制度。人材確保+育成が目的。原則3年で特定技能1号への移行を想定。同一業務区分内で本人意向の転籍可能。対象分野は特定技能と原則整合。
